General Description:

Internal applicants meeting the requirements for this posting will be considered for this position.  Current employees of the Philadelphia Parking Authority who have been in their current position for at least six months and have satisfactorily completed their probationary period for the position currently held, Applicants must meet the minimum requirements. Employees currently on the Excessive Use of Sick Leave list will not be considered for this position.

The Philadelphia Parking Authority is seeking a qualified individual to fill the Processing Specialist II position within the Auction Department Registration Suspend Department. The objective of this position is to ensure that every vehicle scheduled for auction is accounted for, to verify that the Vehicle Identification Number (VIN) number for every vehicle matches the Authority’s records and databases, and to record the mileage for each vehicle scheduled for auction. The Processing Specialist II is required to maintain an accurate account of all dirtbikes, ATVs, Trucks, Trailers, Tractor Trailers and pulled vehicles at each impoundment lot. Additionally, they are responsible for the marking of any previously pulled vehicles that have been re-listed for auction and assisting the Registration Suspend Department as needed with daily operations and performing related duties as required.

Principal Duties:

  • Verify vehicle information in Auto-Process, DLMS and PennDot Systems
  • Upload information into the DLMS system.
  • Generate and mail letters notifying owners and lien holders of the auction date and time.
  • Prepare and mail weekly Notice of Entry of Order and Notice of Entry of Final Orders letters.
  • Generate Master Sheets for each auction to be attached to Court Orders sent to City Hall.
  • Create and maintain Auction vehicle files.
  • Mark salvage vehicle sales post virtual auctions.
  • Complete Vehicle Title Applications post virtual auctions.
  • Prepare and process vehicle Title Applications through PennDot.
  • Attend auctions.
  • Print MV-1’s, receipts and MV-6s needed for each auction.
  • Maintain office and cleaning supplies at each auction facility.
  • Responsible for archiving and retrieving auction files
  • Handling impoundment and Auction inquiries from customers.
  • Take inquiries from customers, lienholder and owners.
  • Verify vehicles at each auction and impoundment lot and record mileage.
  • Record mileage and verify the make and models.
  • Fill out and sign MV-1’s and MV-6’s after the auction.
  • Maintain a spreadsheet of pulled vehicles at each impound and auction lot.
  • Label and mark vehicles with new auction numbers and stickers
  • Coordinate with the Philadelphia Police Department’s Major Crimes Division and Pennsylvania State Police for Vin replacements, Vin corrections and reviews of possible unidentifiable vehicles.
  • Get MV-41s filled out when needed.
  • Prepare quarterly destruction lists for vehicles unable to be titled.
  • Contact vehicle purchasers to ensure auctioned vehicles are removed from PPA facilities.
  • Perform related duties as required.

This position will also work in the Registration Suspend Department as needed, assisting with daily operations.

  • Close out PennDot daily and restart session.
  • Email finance with closed out PennDot sessions.
  • Prepare and process daily suspend sheets to ensure suspensions are lifted properly.
  • Removed registration suspends as needed through PennDot.
  • Assist in enrollment of a payment plan when the registration is suspended.
  • Perform related duties as required.

Required Knowledge, Skills, and Abilities:

  • Proficient in Microsoft Excel and Microsoft Word.
  • Proficient in Auto Process (AP), DLMS, and PennDOT
  • Overall advanced computers skills.
  • Excellent organizational, time management, communication and customer service skills.
  • Must handle confidential and sensitive information with discretion
  • Must be able to think critically and problem solve.
  • Ability to work under pressure with time limitations.
  • Ability to communicate effectively through both verbal and written means.
  • Must be able to work outdoors in all weather conditions.

Minimum Acceptable Training, Experience, and Education:

  • High School Diploma or equivalent
  • Valid Driver’s License
  • Minimum of six (6) months as a Processing Specialist I or Lot Officer II
  • Auto Process (AP), DLMS, and PennDOT experience preferred.
  • Required to become a Notary Public within six months of hire.

  • 50% - Oral Interview,
  • 05% - Attendance,
  • 10% - Latest Annual Performance Evaluation
