Strategic Analysis, Inc. seeks a
Program Analyst
to support management and oversight activities related to DoD Infrastructure (INF) and Military Construction (MILCON) for the Office the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). Your support will ensure that the Department’s collective effort anticipates and responds to DoD INF and MILCON needs, including activities to modernize DoD laboratories and centers that will enable and enhance their ability to conduct cutting-edge research and deliver the next generation defense mission capabilities.
Responsibilities:
• Provide analytic and administrative support to all INF and MILCON activities from creation, development, coordination, management, analysis, evaluation, implementation, and sustainment.
• Develop programmatic and technical material to include, program overviews, briefs, data calls, reports, position papers, metrics, plans of action and milestones, and engage in integrated process team or other working groups in support of the Director.
• Gather and consolidate data, and assist in the development of responses and reports pertaining to periodic requests for information and NDAA requirements from DoD leadership, OMB, OSTP, Congress, and others.
• Provide support to all recognition activities and funding opportunities for the INF programs. Support includes call for nominees/proposals, evaluation and scoring, monitoring program and budget execution to ensure schedule alignment; analyzing program data and outcome; assisting in the full life cycle of grants, cooperative agreements and/or contracts; and assisting in the award and funding process.
• Conduct analysis and research to survey/assess current trends in local, regional, and national INF, effectiveness of policies, statutes, DoD Instruction(s), or other direction pertaining to INF development initiatives and construction development efforts by academia, industry, not-for-profit organizations, and other Federal agencies.
• Develop tracking tools to manage INF and MILCON legislation and policies.
• Support the development and coordination of DoD INF and MILCON strategic plans, implementation and evaluation plan, related policies, DoD Instruction(s), and ensure alignment with the Federal INF Strategic Plan and the National Defense/Security Strategy.
• Perform strategic communications to internal and external stakeholders. Coordinate meetings, prepare communications materials, monitor websites and social media, prepare and distribute newsletters, success stories, and lessons learned.
• Support Metrics projects, such as identify the DoD core technical competencies (CTC) and assess the support of the CTCs by the DoD’s laboratories.
• Support Laboratory Quality Enhancement Panel (LQEP) subgroups, including administrative support and documenting quarterly meeting minutes and activities.
• Support the build of a long-term strategic plan for laboratory MILCON and recapitalization, accomplishing coordination with DUSD(I&E) and OSTP.
Work Location: On-site work in Alexandria, VA is anticipated to be one (1) day per month. Telework options are available within the Washington, DC commuting area.
Requirements:
Clearance: Active DoD SECRET is required.
Education: Bachelor’s degree in science, technology, engineering, mathematics, or other related field. Specialized experience may be substituted in lieu of specific educational requirements.
Experience:
• Five (5) years’ recent and relevant experience is required. Strong preference for experience with a DoD Service's (i.e., Army, Navy, or Air Force) civil engineering office or a comparable office of DoD Infrastructure.
• Demonstrated experience in program management, infrastructure or military construction programs, or other S&T program management or policy support.
• Knowledge of INF policy, authorities, laws and regulations from lab and national context, relative to development, execution, and evaluation.
• Knowledge of INF program and budget analysis; experience in strategic communications; experience in comprehensive evaluations, to include development and review of funding opportunities and award packets.
• Proficient skills in oral and written communication, MS Word, PowerPoint, SharePoint, MS Teams, Access, and Excel applications.
• Demonstrated success in the conception and execution of new projects (i.e., no preexisting business processes), and without detailed guidance from the client.
