Strategic Analysis, Inc. (SA) is seeking a versatile, skilled Contracts Specialist to support the Advanced Research Projects Agency for Health (ARPA-H). It is of paramount importance to exceed our client expectations in delivering high-impact solutions to society's most challenging health problems. In addition to working well in a team environment, as a successful candidate you will incorporate the following:• Assist in the organization, management and administration of a variety of contracts, grants, cooperative agreements, other transactions, task orders, delivery orders, and other contractual documents and special projects as required prior to and during negotiations. This assistance shall consist of, but is not limited to: • Coordinate and administratively manage the entire acquisition process. • Perform analysis and data collection with appropriate records/documentation. • Develop Government prices and terms for analysis. • Coordinate, assemble, and update electronic and hard copy solicitation, contract and contract related files; Coordinate and collaborate with all stakeholders (e.g. Program Office, GC, Small Business, etc.). • Evaluate contractor proposals, including price and cost analysis. • Conduct thorough research on a wide variety of contractual issues and draft appropriate correspondence for internal and external distribution. • Participate in the development and review process for Broad Agency Announcements with the Contracting Officer and technical personnel. • Create contractual/OT/Grant actions (solicitations, awards, modifications, etc.) in eRA and PRISM. • Prepare all required supporting documentation for each contractual/OT/Grant action (e.g., market intelligence reports, award memorandums, Stop Work Orders, and Cure Notices). • Identify and monitor the status of Government property.Qualification Requirements:Education• BA or BS in a relevant field Clearance• HHS, NIH Public TrustExperience • 12 years of specialized experience with federal contracting (R&D contracting highly desirable), such as: developing, preparing terms and conditions in proposals related to the award of contracts; negotiating and awarding contracts, contract modifications, and/or subcontracts. • Ability to analyze proposed prices or costs, including such aspects as evaluating technical and audit reports, forecasting price trends, evaluating economic factors, estimating production. • Excellent verbal and written communication skills• Ability and comfort in working with remote, geographically dispersed team• Ability to work with limited direct supervision• Experience with Advanced Research Project Agency (ARPA) model (i.e., DARPA, ARPA-E, IARPA, HSARPA) or NIH is required.
