Strategic Analysis, Inc. (SA) is currently seeking a
Wargames and Exercises Senior Analyst
to join our team supporting the Space Development Agency (SDA), a U.S. Space Force agency recognized as the DoD's constructive disruptor of space acquisition, delivering needed space-based capabilities to the joint Warfighter.
LOCATION: On-site work with our government clients in Chantilly, VA is anticipated to be five (5) days per week
.
TRAVEL: Travel will be required to support exercise events, approximately 25% of duty schedule.
RESPONSIBILITIES:
• Research and evaluate exercises and wargames conducted by Combatant Commands (CCMDs), Services, Joint organizations, and the Intelligence Community and nominate select exercises and wargames for engagement and participation by the SDA.
• Conceive, plan, and organize SDA participation in exercises and wargames by drafting use cases, scenarios, warfighter integration objectives, and supporting test activities conducted within the exercise environment.
• Act as direct liaison with host organization and secure SDA participation within the host’s larger exercise and training objectives.
• Attend Joint Event Life Cycle (JELC) events, such as Initial Planning Conferences (IPCs), Mid Planning Conferences (MPCs), and Final Planning Conferences (FPCs) advocating on behalf of SDA objectives for participation.
• Conduct warfighter integration activities (operational briefings, training orientation sessions, etc.) supporting the deployment and warfighter adoption of capabilities resident in the SDA’s Proliferated Warfighter Space Architecture (PWSA), such as data transport, space-based Link 16, and missile warning/missile tracking data.
• Coordinate with other SDA offices and programs for required support to exercises and wargames, ensuring team is working towards mutually supportive goals.
• Analyze actual outcomes as compared to designed or desired outcomes; research and document root causes of any deviations. Document, prepare, and present lessons learned drawn from SDA participation.
• Gather, collate, and disseminate purpose, major outcomes, sponsors, participants and other administrative data associated with exercises and wargames across the US Space Force and the Joint community.
• Engage with exercise participants and stakeholders from across the DoD to secure their support of SDA deployment, training, operational demonstrations and test activities within the exercise environments available.
• Assist in preparing potential Courses of Action (COAs) for exercise and wargame participants to examine, adjust, and adopt. Guide exercise participants in the COA analysis process and articulate how certain Tactics, Techniques, and Procedures (TTPs), and certain organizational processes may require further refinement to maximize the operational capabilities brought about by PWSA deployment.
• Provide technical expertise in PWSA capabilities, limitations, to include deployment timelines and procedures under early release procedures.
• Examine new and novel wargaming methods that can highlight the valued-added capabilities of the PWSA to the joint warfighter.
• Work collaboratively as a member of a team of analysts, M&S experts, warfighters, and technical support personnel to enable the warfighter to fully exploit PWSA capabilities as they are tested and accepted by the joint community.
• Use operational experience, analytical skills, and technical expertise to create, present, and document successes and shortfalls as exercises and wargames are executed.
QUALIFICATIONS:
Clearance: An active TS/SCI is required.
Education: A bachelor’s degree from an accredited college or university is required. A master’s degree and/or advanced PME education is highly preferred.
Required Experience/Skills:
• Minimum fifteen (15) years of recent and relevant experience in support of DoD exercises, acquisitions, or operations
• Knowledge and experience in Combatant Command (CCMD) or Major Command (MAJCOM) training, operations, intelligence, and planning activities
• Established record demonstrating an ability to work largely unsupervised, an ability to interact appropriately with all levels of the staff, from Action Officers to executive leaders, and proven ability to follow-through on all tasks. .
Highly Desired Experience/Skills:
• Experience in a CCMD J7 (Joint Forces Development and Training), Service Command Exercise and Wargames directorate, or J3 (Operations) Directorate.
• A deep understanding of the Joint Event Life Cycle (JELC), including an understanding of the purposes and goals of the Concept Development Conference (CDC), Initial Planning Conference (IPC), Mid Planning Conference (MPC), Final Planning Conference (FPC) and After-Action Review (AAR) conferences.
• An understanding of the Live, Virtual, Constructive (LVC) training environments and the usage and purposes of Modeling and Simulation (M&S) in an exercise environment.
• Familiarity and experience with the roles and missions of either US Space Command (USSC) or US Northern Command (USNC).
• Experience in organizations that use non-standard acquisition process (e.g., outside the JCIDS processes), such as SpRCO, NDA, SCO, and SDA.
• Familiarity in establishing Training Objectives for large organizations; familiar with Joint Mission Essential Task Lists (JMTLs) and associated analysis techniques.
• Familiarity or have experience in devising creative, stressing, realistic and effective Master Sequence of Events Lists.
• Experience in setting a “future world” scenario that is 4-15 years into the future; and be able to elicit the potential operational benefits from “notional” weapons systems or systems in early development.
• Experience serving in Operations Centers in a Joint capacity (Joint Intelligence and Operations Centers, Air Operations Centers, Maritime Operations Centers, Army Engagement Centers or similar).
