Strategic Analysis, Inc. (SA) seeks a Senior Science and Technology (S&T) Policy Advisor to support the policies, administration, management, and oversight of basic research programs and priorities aimed toward ensuring the DoD is a leader in scientific discovery and identifying new paths for investigation.  As a Senior S&T Policy Advisor, you will have regular contact with federal government leadership, as well as academia, and will work both independently and collaboratively to analyze, assess, and evaluate DoD RDT&E 6.1 policies, programs and investments.

Location:  This is a hybrid position.  On-site work with our government clients in the Mark Center of Alexandria, VA is anticipated to be two (2) days per month, and subject to change based on client requirements, classified processing, and in person meeting attendance.  

As a Senior S&T Policy Advisor, you will:
• Support execution of the DoD’s visa waiver program and assist, through participation in meetings and periodic development of policy documents, in the evaluation and promotion of policies related to the DoD’s efforts to attract and retain top international talent in defense basic research programs.  Support for the visa waiver program will entail processing of visa waiver applications, collection of feedback from DoD personnel on the fitness of applicants, and advocacy for the program and policies that support the program within and outside of the Department as necessary.
• Support the Basic Research Office in developing and maintaining policies which protect DoD-funded academic research from undue foreign influence in accordance with National Security Presidential Memorandum – 33.  Support in this area will entail periodic development of policy documents; maintenance of situational awareness of research protection activities inside the DoD, at other federal agencies, and at academic institutions; and participation in meetings with stakeholders on open access to fundamental research as requested.
• Provide input to strategic planning and to documentation of strategic plans at higher levels within OSD.
• Maintain broad situational awareness of R&D efforts, including policies in the Department and/or federal government which impact the execution of the DoD's basic research portfolio, to include interagency coordination.
• Prepare draft papers, weekly reports, information papers, action memoranda, emails, and Basic Research programmatic and policy documents.
• Assist in program oversight and coordination activities related to defense basic research.
• Assist with organization of research reviews, working group meetings, and user groups. 
• Develop and coordinate content and agendas for programmatic reviews and engagements.
• Provide input for policy formulation through research, analysis, and external coordination.
• Assist in goal setting for the Basic Research Office and with continuous assessment of program progress toward established goals.
• Some travel within the continental U.S. may be required.

QUALIFICATIONS

Clearance:  An active DoD SECRET clearance is required.

Education:  A bachelor's degree from an accredited college or university is required; a science, technology, engineering, mathematics or related discipline is preferred.

Experience:
• Minimum ten (10) years’ recent and relevant experience is required.
• Understanding of the academic/grant writing process through previous experience or independent research is preferred.
• DoD experience and knowledge of the DoDGARs, the DoD Research Integrity and Misconduct Instruction, and associated government wide statutes, Executive Orders (EOs), Office of Management Budget (OMB) Circulars, and other policies are preferred.
• Demonstrated progressive responsibility in project management positions supporting the DoD S&T enterprise is desired.
• Excellent communication skills, unstructured verbal interactions, briefings, and meeting moderation are required.
• Ability to work independently with both junior and senior staff in a distributed environment while maintaining a strong commitment to deliverables and schedules is required.
