Strategic Analysis, Inc. (SA) seeks a Program Data Analyst to assist in the collection, analysis, and presentation of key metrics and data for the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)).  Your work will assist in the assessment of the effectiveness of R&D programs executing authorities and flexibilities authorized by Congress and inform DoD leadership on the status of programs.

This is a hybrid position.  On-site work with our government clients in Alexandria, VA is anticipated to be two (2) days per month and is subject to change.

As a Program Data Analyst, you will:
• Conduct and collect various types of data on the performance of laboratory personnel systems, education outreach programs, technology transfer, infrastructure, federally funded research and development centers, and university affiliated research centers. 
• Define data search criteria, establish cross references from multiple datasets, draw conclusions about the information the datasets contain, determine trends, and interpret the data into visual representations and reports.
• Assess requirements and recommend data management tools and systems that are compliant with DoD IT systems.
• Develop and implement standard data collection processes for R&D programs while minimizing additional workloads supporting communities.
• Provide technical expertise in collecting and analyzing data with appropriate visualization tools.
• Support periodic assessment of existing tools and systems, and make recommendations for improvements where necessary. 
• Work with teams to provide technical expertise in collecting, analyzing, and interpreting data/outcomes with appropriate visualization tools in presentations and reports.

QUALIFICATIONS:

Clearance:  An active DoD SECRET level clearance is required.

Education:  A Bachelor’s degree from an accredited college or university is required.

Skills/Experience:
• Minimum five (5) years' recent and relevant experience in data management, database management, statistics, or data analysis is required; DoD-specific experience is preferred.
• Knowledge of DoD organization(s) and structure is preferred.
• Excellent written and oral communication skills.
• Proficiency in MS PowerPoint, Word, Excel (intermediate-level or greater), Outlook, and Teams is required.
• Proficiency in Tableau, Access, Python, experience with APIs, and SharePoint is preferred.
