Strategic Analysis, Inc. (SA) seeks a
Senior Science and Technology (S&T) Policy Analyst
to support the governance, administration, management, and oversight of DoD Laboratories and Centers for our OUSD(R&E) customer.
Location: This is a hybrid position. On-site work with our government clients in the Mark Center of Alexandria, VA is anticipated to be two (2) days per month, and subject to change based on client requirements, classified processing, and in person meeting attendance.
As a Senior S&T Policy Analyst you will:
• Support the survey of world class laboratories within industry, academia, and other government agencies to develop recommendations for improvements within the existing defense laboratory system.
• Provide input to strategic planning and to documentation of strategic plans at higher levels within OSD.
• Prepare draft papers, weekly reports, information papers, action memoranda, and programmatic and policy documents.
• Draft and coordinate charters and support engagement on established and planned Laboratory Quality Enhancement Panel subgroups (e.g., Governance subpanel).
• Update the biennial DoD laboratory demographics report.
• Keep an updated register of the DoD Laboratory Enterprise.
• Draft and coordinate DoD Instructions and Directives.
• Gather data and draft Congressional reports and coordinate wide distribution to stakeholders.
• Provide input for policy formulation through research, analysis, and external coordination.
• Coordinate with Service POCs on quarterly awards to recognize contributors to the defense laboratory enterprise.
QUALIFICATIONS
Clearance: An active DoD SECRET clearance is required.
Education: A bachelor's degree from an accredited college or university is required; a science, technology, engineering, mathematics or related discipline is preferred.
Experience:
• Minimum five (5) years’ recent and relevant experience is required; minimum ten (10) years' recent and relevant experience is required for the senior level.
• Demonstrated progressive responsibility in project management positions supporting the DoD S&T enterprise is desired.
• Excellent communication skills, unstructured verbal interactions, briefings, and meeting moderation are required.
• Ability to work independently with both junior and senior staff in a distributed environment while maintaining a strong commitment to deliverables and schedules is required.
