Strategic Analysis, Inc. seeks a subject matter expert (SME) in position, navigation, and timing (PNT) technologies to support our DoD OUSD(R&E) client in their mission to identify, explore, and ensure the development, integration, and funding of new technology and capabilities to maintain U.S. technological superiority.

Work Location:  On-site work with our government clients at the Pentagon in Arlington, VA is required and estimated to be 4-5 days per week.

As a Principal Scientist/Engineer, you will:

• Understand current state of the art in PNT technology development across the government and private sector to assess quality and appropriateness of ongoing and planned DoD R&D programs; assist with mission of identifying and championing critical and enabling technologies research to support warfighter needs.
• Support R&D activities that are designed to ensure the DoD can operate during and through a global GPS outage by developing and integrating additional PNT sources, creating MOSA user equipment, and improving situational awareness.
• Provide assessments and analyses of RDT&E programs and technologies for use by OUSD(R&E) leadership during meetings and programmatic reviews.
• Provide recommendations of S&T efforts across the DoD as well as those which should be accelerated to provide near-term benefit to operational forces.
• Assist in developing strategy for PNT investments, including developing and analyzing different models, approaches or processes for such investments to inform leadership throughout the PPBE process.
• Assist in executing the strategy for investments including analyzing the needs and opportunities to be addressed; formulating solicitations or similar documents; and helping to organize and conduct the evaluation of project proposals.
• Produce analytical products, directives, meeting minutes, reporting documentation, or other requirements necessary for the efficient management of DoD S&T efforts for review and approval by government personnel.
• Track legislative developments, congressional reporting requirements and congressional actions and help to gather and prepare materials for congressional hearings.
• Support the execution and planning of studies, analysis, and simulation experiments; track Service-led studies, analysis, and experiments for S&T insights across the Department.
• Provide support to monitor T&E, experiments, assessments, testing protocols, and related events to ensure interoperability, reduce duplication of effort, and identify collaboration opportunities.
• Serve as OUSD(R&E) action officer POC with respect to PNT.
• Review program plans and related documents and document comments to identify and mitigate risks to the accomplishment of project goals. Track progress and suggest alternate approaches for projects behind schedule.

QUALIFICATIONS

Clearance:  TOP SECRET with SCI eligibility is required; active TS/SCI is preferred.

Education:  Master’s Degree or higher in a recognized engineering, scientific and/or technical discipline from an accredited college or
university is required; PhD preferred. Highly specialized and significant technical experience may be substituted in lieu of specific educational requirements.

Experience: 

• Fifteen (15) years' recent and relevant experience providing strategic technical oversight of projects; demonstrated progressive
responsibility in technical project management positions.
• Strong technical background in PNT technologies, capabilities, threats, and challenges from a DoD S&T perspective; varied experience in PNT applications with preferred understanding of GPS and alternative technology(ies).
• Work experience in positions requiring exceptional oral and written communication skills, and above-average skills in MS Word, PowerPoint, and Excel applications. 
• Demonstrated success in the conception and execution of new projects (i.e., no pre-existing business processes), and without detailed guidance from the client, and often within very short deadlines.
